【活動報告】世界165の市民社会組織が、G20議長国に対し債務改革への行動を促す

JANICを含む世界165の市民社会組織が、G20議長国である南アフリカ共和国に対し、債務問題における「目に見える進展の欠如」を批判し、債務改革への行動を促す書簡を送付しました。

ラマポーザ大統領宛の公開書簡は、アフリカおよび世界各国の債務危機に対し、南アフリカが「はるかに強力な」立場を取るよう求めています。具体的には、大統領に対し以下の行動を促しています。

• 第4回開発資金国際会議（FfD4）で合意された債務構造改革に向けた勧告策定に向け、国連における政府間プロセスを開始・支援し、建設的に参加すること。この観点から、私たちは「国連ソブリン債務枠組み条約」の制定を要請します。これは人権と公平性を中核とする新たな債務構造構築に必要なすべての改革を包含するものであり、債務プロセスを国家の義務と明確に整合させ、基本サービスと権利実現を損なう緊縮政策を禁止し、民間債権者に人権基準を義務付け、国連主導による公正かつ透明な再編のための国際的メカニズムを実現するものです。
• アフリカ諸国の国家元首と財務大臣が求める通り、共通枠組みやその他の債務再編プロセスから得た教訓を踏まえ、債務再編プロセスを根本的に改革すること。改革は、より深く迅速な債務救済を実現し、期限付き要素を導入し、待遇の比較可能性に関する普遍的に受け入れられる方法論を確立し、債務再編プロセス全体を通じて債務再編に着手する全ての借り手に対する債務返済を停止し（延滞金の累積なし）、執行目的のための法的メカニズムを確立しなければなりません。
• アフリカ信用格付け機関の設立を明示的に支持する財務大臣宣言、および国際的・公開・アクセス可能なグローバル債務登録簿を創設すること。これには、すべての対外ソブリンローン・債券・その他債務証券の詳細、ならびに債務再編の詳細情報を含みます。
• FfD4で合意された「借り手クラブ」の設立を支援すること。これにより債務国間の協力促進、情報共有、透明性向上、交渉力強化を図ること。このクラブは、パリクラブやロンドン連合などの債権者グループに対するカウンターウェイトとして機能し、グローバル債務構造の制度的効率性を向上させます。
• 開発目標に沿い、各国の人権・気候義務尊重能力を強化するよう設計された、責任ある貸付・借入の拘束力ある原則及び債務持続可能性分析を策定すること。
• 債務救済基金の資金調達を目的としたIMF金準備の売却に関して合意すること。
• 債務・開発危機の存在、および教育・保健・ジェンダー平等・気候変動耐性への必須社会支出を保護する債務救済の緊急必要性を認識すること。市民社会は、すべての債権者による持続不可能かつ非合法な債務の全面免除を求めています。
